INTRODUCTION OF CHARGES FOR THE PROVISION WASTE AND RECYCLING CONTAINERS: LEAD MEMBER DELEGATED DECISION
A proposal for a £40,000 saving through full cost recovery of wheeled
bin provision was put forward during the 2021/22 budget setting process, to be
achieved by charging for new, additional and replacement domestic waste
containers. It is proposed that this change
be implemented as soon as practical in order for the Service to deliver the
agreed saving.
Section 46 of the Environmental Protection Act (1990) enables a local
authority to define the type of bin that must be used to present domestic
waste, and to require that the occupier pay for the bin. Residents who do not have sole use of a bin
(i.e. if they share communal facilities) do not have to pay for the bins, but
the bins must be provided by the property management company, developer,
landlord or housing provider, and these costs can be passed to the occupiers
via a service charge.
All new waste containers provided by the council as part of the roll-out of the new waste collection model will be provided free of charge.

The proposal to
charge for bins was presented to, and supported by, the Budget Board prior to
forming part of the package of savings proposals presented to a Members
Workshop as part of the process for setting the council budget for
2021/22. All necessary consultation has
taken place as per the agreed process for a Lead Member Delegated
Decision.
