RESOLVED that Cabinet agrees –

(a)       that Denbighshire County Council joins the Nutrient Management Board and works collaboratively with its partners to tackle phosphorus pollution in the River Dee catchment area, and

(b)       that the Council is represented by the Lead Member for Environment and Transport with the Lead Member for Local Development and Planning being the substitute.

RESOLVED that Cabinet –

(a)       directly award the contract to the contractor currently undertaking Phase 1 of the works based on the competitive rates via the Welsh Procurement Alliance Energy Framework as agreed by Procurement, and

(b)       that the 5-day call in period requirement prior to implementing the Cabinet decision is waived on the basis that the current contract ends on 30 September 2022 and any delay in contract award will lead to additional costs and programme delays leading to the risk of missing grant stipulated spending deadlines.

RESOLVED that Cabinet’s forward work programme be noted.

RESOLVED that Cabinet –

(a)       note the budgets set for 2022/23 and progress against the agreed budget strategy;

(b)       approve new salt storage facilities at Corwen and Lon Parcwr, Ruthin depot sites as detailed in Section 6.9 of the report and Appendix 5 to the report, and

(c)        approve the development and construction of a new welfare, vehicle and equipment storage facilities at the Rhyl Botanical Gardens as detailed in Section 6.9 of the report and Appendix 5 to the report.

RESOLVED that the minutes of the meeting held on 26 July 2022 be received and confirmed as a correct record.

To provide an overview of the North Wales Market Stability Report 2022 (MSR) (see Appendix 1), which has been produced as a requirement of the Social Services and Well-being (Wales) Act 2014.

A single regional draft MSR must be produced for the North Wales Region and be approved by Full Council for each of the 6 Local Authority (LA) areas and the Board of the Local Health Board (LHB). The final version of the MSR will be going to the Regional Partnership Board (RPB) for final sign off in November 2022 before being submitted to Welsh Government.

That the Lead Member urgently approves the North Wales Market Stability Report 2022 for submission to full Council for approval, due to the delay caused by the period of mourning.

The decision will remove a significant remaining perceived barrier to library use – punitive overdue fines charged on the late return of borrowed books and other items.

The appointment of a councillor to Denbighshire’s Fostering Panel and a councillor to the Joint Conwy and Denbighshire Adoption Panel.

      I.         The appointment of Councillor Andrea Tomlin to the Denbighshire Fostering Panel;

    II.         The appointment of Councillor Jeanette Chamberlain-Jones to the Joint Conwy and Denbighshire Adoption Panel; and

   III.         That the term of these appointments are for the term of the current council unless a replacement appointment or appointments are made.

The decision was to obtain approval for Denbighshire County Council to commence a procurement and enter into a works contract with an Asbestos Surveying and Analytical Contractor. The purpose for requiring this approval was due to the contract being bespoke and structured for a term of 12 months with the opportunity to extend at intervals of 12 months to a maximum of 10 years’ dependant on performance.

To approve the Procurement of Asbestos Surveying and Analytical Contract.

The decision relates to the procurement of dry recycling containers (Trollibocs) to support the new waste model (kerbside sort). The decision enables a direct award of contract to the supplier following a PIN Notice exercise in March 2022.

Agreed to award direct award of contract for the delivery of dry recycling containers to support the new waste model and that the decision is implemented immediately due to the risk of cost increase or delay to the delivery due to uncertain market factors.
