INTRODUCTION OF CHARGES FOR THE PROVISION WASTE AND RECYCLING CONTAINERS: LEAD MEMBER DELEGATED DECISION

Purpose:

A proposal for a £40,000 saving through full cost recovery of wheeled bin provision was put forward during the 2021/22 budget setting process, to be achieved by charging for new, additional and replacement domestic waste containers.  It is proposed that this change be implemented as soon as practical in order for the Service to deliver the agreed saving.

Section 46 of the Environmental Protection Act (1990) enables a local authority to define the type of bin that must be used to present domestic waste, and to require that the occupier pay for the bin.  Residents who do not have sole use of a bin (i.e. if they share communal facilities) do not have to pay for the bins, but the bins must be provided by the property management company, developer, landlord or housing provider, and these costs can be passed to the occupiers via a service charge.

All new waste containers provided by the council as part of the roll-out of the new waste collection model will be provided free of charge.

Decision:

That the Council introduces the charging schedule for waste containers (detailed in Appendix 1 of the attached report) with immediate effect.

 

That the Council adopts the new Bin Charging Policy (Appendix 2 to the attached report refers) with immediate effect.

Reasons for the decision:

The current position, where DCC does not charge for new or replacement bin, already represents a revenue pressure for the council.  That pressure is predicted to increase by a further £35,000 per annum if this policy is not adopted due to the surge in demand for additional and new containers, as people spend more time at home and produce more waste.
